GENERAL JOB SUMMARY:
The Outpatient Department Medical Supervisor reports to the Chief Medical Officer. This post combines clinical work with administrative duties. The successful candidate will supervise the medical staff in the Outpatient Department (OPD)/ Emergency Department, while performing clinical duties in that department.
PRINCIPAL DUTIES AND JOB RESPONSIBILITIES:
1. In conjunction with the OPD Nursing Supervisor, develop and implement policies and procedures for the effective operations of the Outpatient Department in accordance with the sound medical practices and in keeping with the hospital; policies and guided by the Hospital’s mission statement.
2. Models Service Excellence by providing service to stakeholders, including patients, caregivers, colleagues and each other, in a safe, courteous, accountable, efficient and innovative manner to include Safety, Courtesy, Accountability, Efficiency, and Innovation.
3. Rounds and greets patients and discusses their service experience and monitors patient wait times and troubleshoots or resolves problems. Monitoring procedures to ensure patient wait time is not unduly prolonged.
4. Directs the medical activities and medical staff in the Outpatient Department to ensure that appropriate medical care for all patients is delivered with a customer focused attitude.
5. Participates in recruitment and ensures orientation and training of new employees.
6. Reviews and updates the Outpatient Department Policy and Procedure Manual and ensures staff have access.
7. Monitors performance of Medical Officers and US Medical Staff at regular intervals to ensure conformity to agreed standards.
8. In conjunction with the OPD Nursing Supervisor inspect and evaluate the physical conditions and status of the department, equipment and furniture periodically.
9. Develop, in conjunction with the OPD Nursing Supervisor and the Maintenance Supervisor, a preventative maintenance programme for the equipment and furniture in the OPD.
10. Liase with the Pharmacy, Laboratory and Imaging Departments to establish and maintain systems for the coordination of these services that impact the OPD.
11. Establish contact and rapport with outside doctors and hospitals to review present referral and transfer systems and enhance the relationships.
12. Review the utilization of the Outpatient Department and prepare reports on the Department’s activities and performance.
13. Participate in the preparation, testing and revision of mass casualty and disaster preparedness plans for the hospital; and assist in the organization of annual in-house simulation.
14. Any other duties as assigned.
• Assess patients as promptly as possible in the order they came, or in the order determined by the Triage Nurse. This assessment includes history taking and examination of the patient, ordering or performing of the various tests, analyse diagnostic procedures in order to provide information on the patient’s condition as required.
• Write legible notes in the usual format i.e. history, examination, investigations, diagnosis, management
• Sign and write (legibly) your name on prescriptions
• Request investigations as needed – stat, early, routine – and discuss results with patients
• As much as possible include patient education as part of each consultation
• Review results of investigation and take appropriate action eg. Contact patient, refer patient etc.
• Perform medicals for the US Embassy as per standing arrangement, and other medicals such as for school, employment or insurance purposes.
• Manage common emergencies eg. Acute MI, Acute Asthma etc.
• Perform minor surgical procedure eg suturing, basic POP, I&D of Abscesses etc
• Refer patients to specialists when appropriate – urgent/routine
• Provide initial management of admissions
• Assist Unit 200/Tai Wing with difficult IV’s or other emergencies
• Deal with patient’s telephone queries
• Liaise with outside doctors/hospital regarding specific patient management
• Provide follow up care for patients with chronic illnesses eg. Hypertension Diabetes etc.
• Encourage routine health screening as per Practice Guidelines.
• Prepare letters/medical reports as requested
• Report outbreak of contagious disease in accordance with Public Health issued guidelines.
• Create a monthly rota for the OPD Medical Officers and ensure adequate coverage of the department be medical personnel
• Supervise the processing of medicals for the US Embassy
• Convene doctor’s meetings and schedule these into the department’s regular activities.
• Oversee the preparation of reports for lawyers, insurance companies and employment medicals, and prepare those reports that involve sessional doctors or in difficult or unusual situations
• Handle enquires for transfers of patients from other facilities to AMH and organize such transfers. (This involves ascertaining an accurate idea of the patient’s clinical status, the reason why transfer is requested, the availability of a relevant specialist at AMH to accept the patient, and the ability of AMH to manage such a patient.
EDUCATION AND EXPERIENCE REQUIRED:
• MBBS or equivalent degree required
• At least 5 years post internship working experience preferred
• Proficient with the Computer (MSOffice and the Internet)/ EMR Systems
• Supervisory Management Qualifications
• Be knowledgeable of and committed to the philosophy, principles and mission of the Seventh-day Adventist Church.
KNOWLEDGE AND SKILLS REQUIRED:
• Computer skills with knowledge of Microsoft Office
• Good analytical and organizational skills
• Excellent verbal and written communication skills
• Strong leadership skills
• Ability to work in a team.
LICENSURE, CERTIFICATION, AND REGISTRATION REQUIRED:
• Registered with the Medical Council of Jamaica
• BLS and ACLS Certification
